Periodic inspection of fall protection equipment – sometimes called fall protection inspection or fall protection check – is a legal requirement under Swedish regulations (AFS 2023:11) and the European Standard EN 365:2004. What does the law say about inspection of personal fall protection equipment?
AFS 2023:11 Chapter 15, Section 16
"The employer must ensure that personal protective equipment is maintained, inspected, repaired, and stored so that its protective effect and hygienic standard are preserved. No one may use personal protective equipment that is damaged, or for any other reason can be assumed to have an insufficient protective effect."
Pre-use Checks
What is a pre-use check?
A pre-use check of protective equipment means that the user, before and after each work session, visually and functionally inspects their equipment to ensure it is intact, clean, and functioning correctly. This is part of the employer's responsibility to prevent injuries and aims to identify wear or defects according to the manufacturer's instructions.
Key points for pre-use checks:
- Inspection: Check the equipment before and after every use.
- Function: Ensure the equipment is not damaged or has impaired functionality.
- Cleanliness: Ensure the equipment is clean and stored correctly, e.g., in a dry and dark environment.
- User Manual: Always follow the manufacturer's instructions for care and maintenance.
What does EN 365:2004 say?
EN 365:2004 is the European standard governing how personal protective equipment (PPE) must be inspected, referred to as periodic inspection. Other common terms for this include fall protection inspection or certification. Below are some essential points from EN 365:2004.
What is a competent person?
A person who is familiar with current periodic inspection requirements, recommendations, and instructions issued by the manufacturer. This person must be able to identify and assess the extent of defects and classify the product as approved or rejected.
What is a periodic inspection?
A competent person must regularly perform a thorough inspection of personal protective equipment to check for defects, such as damage or wear. This must be carried out at least every 12 months from the date of first use. If the date of first use is unclear, the date of purchase applies.
What does "putting a product into service" and "logbook registration" mean?
The product must be "put into service" before its first use (i.e., the date of first use). This can be recorded in the logbook included in the user manual, digital logbooks (e.g., Excel), or software intended for inspections. This logbook must follow the product's entire lifespan and contain all annual inspections, remarks, repairs, etc.
The following information is mandatory and must appear in the product’s logbook:
- Brand: The product's commercial brand, usually the manufacturer's name.
- Standard: Can be one or more, e.g., EN 360:2024.
- Model identification: The product name and article or model number.
- Date of manufacture: Its location on the product is specified in the user manual.
- Unique ID: Usually a serial number; its location is specified in the user manual.
- Expiry date: The maximum lifespan is stated in the user manual.
- Purchase date: Found on the invoice/receipt and used for warranties against manufacturing defects.
- Date of first use: This starts the 12-month countdown to the first inspection.
How should periodic inspections be documented?
Each periodic inspection, as well as information on repairs or remarks essential for the next inspection, is entered into the logbook. The purpose of the logbook is to track the component's lifecycle and verify that periodic inspections have been completed.
