Requirements for knowledge and training are regulated by both the Work Environment Act and the Swedish Work Environment Authority's regulations (AFS 2023:1 and AFS 2023:11).
The employer is responsible for ensuring that workers have the competence required to prevent risks and use equipment correctly.
Employer Responsibility for Competence
The employer must ensure that workers have sufficient knowledge to work safely.
This means the employer must:
- Assess what competence is required for the work.
- Ensure that workers receive appropriate training.
- Monitor that the level of knowledge remains adequate.
Risk-Adapted Training
Training must be tailored to the risks present in the work.

Competence When Using Personal Fall Protection Equipment
The use of personal fall protection equipment demands a high level of knowledge.
Workers must have knowledge of:

- How to use it correctly.
- How to carry out a pre-use check.
- The limitations of the equipment.
Insufficient knowledge may mean that the equipment does not provide the intended level of protection.
Practical and Theoretical Training
Training for work at height should include both theoretical and practical elements.
This may include, for example:
- Review of regulations and risks.
- Practical use of fall protection equipment.
- Exercises in rescue procedures following a fall.
Training must be sufficient to enable the worker to carry out work safely in the relevant situation.
Documentation and Follow-Up
The employer must ensure that training and competence are documented and kept up to date.
